What We Do Healthcare Quality Strategies, Inc., (HQSI), a nonprofit corporation, has been an innovative leader in evaluating and improving healthcare in New Jersey for more than 25 years. HQSI was founded in 1982 as the Peer Review Organization of New Jersey, Inc. (PRONJ). We adopted our current corporate name in 2005 to more clearly highlight our mission, which is to accelerate improvement in healthcare quality through a collaborative and interactive process with the healthcare community. Over the years, we have fostered collaboration among healthcare providers, healthcare organizations, government agencies, businesses, and community organizations and built strong relationships and strategic partnerships to help affect positive change in healthcare delivery. Our work has been and continues to be directed at improving the quality and value of healthcare for consumers and meeting the challenges of a changing healthcare environment. HQSI’s experienced team of clinicians, epidemiologists, data and systems analysts, biostatisticians, health information management professionals, case managers, quality improvement specialists, and communications experts design and implement a wide range of healthcare solutions tailored to the needs of both public and private-sector clients. HQSI’s diverse client base has benefited from our unique quality improvement and utilization management expertise. We have designed, implemented, and evaluated more than 100 quality improvement projects, conducted approximately 200 focused clinical studies, and reviewed more than three million medical records. Federal Initiatives HQSI has served as the federally designated Quality Improvement Organization (QIO) of New Jersey since 1984. HQSI has successfully implemented CMS’ quality improvement agenda through eight successive contracts. HQSI’s Ninth Scope of Work (9th SOW) for the Medicare program began on August 1, 2008. Centers for Disease Control and Prevention (CDC) HQSI has implemented a series of special projects for the CDC. Two projects were designed to test the impact of physician-specific data profiles on adult immunization rates and one project focused on increasing utilization of adult immunization, mammography, and Pap tests among African-American females with diabetes. Colorado Foundation for Medical Care (CFMC) Along with three other states, HQSI participated in a federal pilot project to test interventions that can reduce unnecessary utilization of care for Medicare beneficiaries. State of New Jersey Audits/Contracts HQSI has conducted thousands of medical record audits in support of state-directed initiatives, including verification of data for open-heart surgery, low-risk cardiac catheterization, and subacute care. We have also conducted annual quality assessments of Medicare Managed Care plans.
